Indicted with his wife on federal bribery and foreign-agent charges (May 2024); pardoned by President Trump in December 2025 before trial
A federal indictment unsealed in the Southern District of Texas charged Rep. Henry Cuellar and his wife Imelda with 14 counts including bribery, money laundering, and acting as an agent of a foreign government (Azerbaijan) and a Mexican bank, alleging roughly $600,000 in bribes. In August 2025 a judge appeared ready to dismiss 2 of the 14 charges and the trial was delayed. On December 3, 2025, President Trump pardoned Cuellar while his trial was still pending, ending the prosecution.
