How We Score

Scoring Methodology & Transparency

The Public Record Score is never an opinion. It is the automatic sum of five weighted categories, each of which can only lose points when a classified record entry is backed by qualifying evidence. No one types a score by hand, and no allegation ever moves a number on its own.

The Core Principle

10.00

Every official starts here. Points are only ever deducted — never awarded above the category maximum.

Sum of 5

The score is the sum of five categories. It is calculated by the system, not entered manually.

Reversible

Provisional deductions (charges, indictments) are restored on acquittal, dismissal, or overturn.

The Double Verification Standard

Before any record entry becomes official on this platform, it is cross-referenced at least twice against independent qualifying sources — Tier 1 government and court records, and Tier 2 established journalism. A single article, a single tweet, or a single tip is never enough. We keep looking — across state websites, legislative archives, court dockets, ethics filings, and national and regional reporting — so that a documented matter cannot quietly slip through.

Checked twice

Every finding is corroborated by at least two independent qualifying sources before it is published.

Sourced, not asserted

Each entry links to the court filing, government record, or reporting behind it. Nothing is asserted without proof you can open.

Reversible by design

If a finding is overturned, dismissed, or corrected, the deduction is restored — and the correction is logged in plain sight.

Why you can trust us — and why this is where a new voter starts

Reality Report is not paid by any government, party, or campaign. Every fact here is public record — court filings, ethics rulings, legislative votes, audits, and established reporting that anyone could find. What we do is decide to put it in one place, in front of you, so that no one person can later say they didn't hear, see, or know about it. If you're a new voter wondering whether your official is who they say they are, this is the record. Read the sources yourself. Disagree? Submit evidence or request a correction — we verify it the same way.

The Tenure Requirement

Every official begins at 10.00. But a blank score is only honest for an official with no record yet. Once an official has served more than one year in office, a 10.00 cannot stand on its own — it would mean no verified record entries and no reviewed performance data have been entered, which is a data gap to be filled, not a clean bill of health.

New officials (under 1 year)

May legitimately hold a near-10.00 score if no verified record entries exist against them. Their record is still being built.

Tenured officials (1 year +)

Must have their in-office record uploaded and reflected in the score. A 10.00 here flags missing data, not innocence.

What must be reflected for a tenured official
  • Documented voting record and official actions taken in office.
  • Any classified record entries — statements, cases, ethics findings, corrections.
Approval ratings are not part of the score. Popularity is not honesty, legality, ethics, or financial integrity — an official can be unpopular yet lawful, or popular despite serious misconduct. Public approval may be shown separately on a profile for context, but it never moves the Public Record Score. Only the documented record behind a rating can produce a deduction.
Identical standards apply to every tenured official regardless of party. No official keeps a 10.00 simply because no one has uploaded their record yet.

The Five Categories & Their Weights

CategoryMax Points
Truthfulness2.00
Legal Conduct3.00
Ethics2.00
Financial Integrity1.50
Public Accountability1.50
Total10.00
Public Accountability — precisely defined

This category measures conduct, not optics: compliance with public-record laws, cooperation with investigations, correction of material errors, attendance and official-duty participation, required disclosure compliance, response to substantiated public concerns, and misuse of government communication or resources. Declining to respond to this platform is recorded as "No response" but is not itself a deduction unless a legal duty to disclose was breached.

Associations are never a deduction

Knowing or appearing with a controversial person never reduces a score. Relationships are assessed only for documented public relevance — financial conflicts, undisclosed business relationships, gifts or benefits, lobbying connections, criminal conspiracy, ethics violations, nepotism, or official actions benefiting associates — and only when backed by Tier 1 or Tier 2 evidence.

Evidence Tiers

1
Tier 1 — Official & Court Records

Court filings, FEC filings, official ethics rulings, government audit reports, legislative voting records.

Sufficient to change a score.
2
Tier 2 — Established Journalism

Reporting from outlets with editorial standards and documented sourcing.

Sufficient to change a score when corroborated.
3
Tier 3 — Social & Anonymous

Social-media posts, anonymous tips, hearsay.

Never changes a score on its own. Logged for review only.
Hard rule: Tier 3 evidence (social media, anonymous tips) can never change a score by itself. It is logged for editorial review and only matters if later corroborated by Tier 1 or Tier 2 evidence.

Classification Ladder

Every record entry is classified. We never present an allegation as a proven fact. The classification determines whether a deduction is provisional or standing.

Allegation

An unproven claim. Logged, no score impact unless elevated.

Investigation

A formal inquiry is open. Provisional, reversible note.

Criminal Charge

Charges filed. Provisional deduction; restored on acquittal/dismissal.

Indictment

Formal indictment. Provisional deduction; restored if overturned.

Conviction

Adjudicated guilt. Deduction stands unless overturned on appeal.

Acquittal

Cleared at trial. Any provisional deduction is restored.

Dismissal

Case dismissed. Any provisional deduction is restored.

Civil Judgment

A civil court finding. Deduction scaled to severity.

Ethics Finding

Official ethics ruling. Deduction stands unless overturned.

Official Correction

The official corrected the record. Truthfulness impact may be reduced.

Overturned Decision

Prior finding reversed. Deduction restored in full.

A Worked Example

Follow a fictional official step by step. Each record entry is classified and tied to an evidence tier before any number moves.

Start: Example Official
Public Record Score
10.00 / 10.00
  1. 1
    False statement on campaign finances
Verified FactTier 2 — established journalism + official filings

Two Tier 1 sources ( FEC filings ) corroborated by Tier 2 reporting. Not an allegation — a verified, uncorrected false statement.

    10.00−0.60→9.40(Truthfulness)
  2. 2
    Federal bribery indictment filed
    IndictmentTier 1 — court filing

An indictment is a charge, not a conviction. The deduction is provisional and is restored if the official is acquitted or the case is dismissed.

    9.40−1.00→8.40(Legal Conduct)
  3. 3
Anonymous social-media tip about an undisclosed association
    AllegationTier 3 — social / anonymous

Tier 3 evidence alone never changes a score — and an association is never a deduction on its own. This tip is logged for review but has zero score impact until corroborated by Tier 1 or Tier 2 evidence showing documented public relevance (a financial conflict, undisclosed business relationship, gift, or official action benefiting an associate).

    8.400.00 (no change)→8.40(Public Accountability)
  4. 4
Ethics committee finding: misuse of office
Ethics FindingTier 1 — official ethics ruling

An official ethics ruling is documented, not alleged. Deduction stands unless the finding is overturned on appeal.

    8.40−0.80→7.60(Ethics)
After verified record entries
Final Score
7.60 / 10.00

Example is fictional and illustrative only. No score reflects a real person. Every deduction above is traceable to a classified record entry with a documented evidence tier.

When People Disagree With a Score

Two of the most common objections — "this score is too high" and "this score is too low" — each resolve through the same rule: only verified evidence moves the number, and provisional deductions are restored on acquittal, dismissal, or overturn.

'The score looks too HIGH'

A reader believes an official's score is too high given serious documented misconduct. Here is how a verified conviction — not an allegation — lowers the score.

Example official: Sen. M. Caldwell (illustrative)
Starting Public Record Score10.00
Legal Conduct
-2.50
Conviction · Tier 1 — federal court record

Felony bribery conviction, final judgment, not under appeal.

Running total7.50 / 10.00
Ethics
-1.00
Ethics Finding · Tier 1 — Senate Ethics Committee sanction

Formal sanction tied to the same conduct.

Running total6.50 / 10.00
Final score6.50
Both deductions rest on Tier 1 verified findings (a final conviction and a formal ethics sanction). If you believe the score is still too high, the question is whether a verified finding is missing from the record — we do not lower a score on allegation, rumor, or disapproval alone.

'The score looks too LOW'

A reader believes an official's score is unfairly low because of a charge. Charges and indictments are provisional — the deduction is restored on acquittal, dismissal, or overturn.

Example official: Gov. T. Reyes (illustrative)
Starting Public Record Score10.00
Legal Conduct
-1.50
Indictment · Tier 1 — indictment

Provisional deduction — charge is not a finding of guilt.

Provisional
Running total8.50 / 10.00
Legal Conduct
+1.50
Acquittal · Tier 1 — acquittal

Charge did not result in conviction; provisional deduction restored.

Deduction restored
Running total10.00 / 10.00
Final score10.00
The provisional deduction is reversed the moment the charge is acquitted, dismissed, or overturned. A score is never permanently lowered by an unproven charge. This is why an official under active indictment may show a temporarily lower score that recovers when the matter resolves.

Audit & Integrity

  • Reviewers cannot approve their own submissions.
  • Every score change is logged with the prior score, the change, the new score, and the reason.
  • Identical standards apply to all officials regardless of party.
  • Anyone can submit evidence or request a correction.
